Building the Operating System for Cross-Border Staffing at Scale

TalentBridge was a staffing firm that had outgrown its tools. A patchwork of spreadsheets, email threads, and a decade-old job board couldn't handle multi-state US compliance, candidate verification at scale, or the velocity the market demanded. We built them a custom B2B staffing marketplace that turned their biggest operational constraints into their moat.

The Client

TalentBridge connects US healthcare and logistics employers with pre-vetted talent from South Asia. Founded in 2018, they'd grown to 45+ recruiters and 200+ employer accounts by 2023. Their legacy systems — cobbled together from off-the-shelf job boards, HubSpot, and Google Sheets — were actively impeding their ability to scale past $15M in annual placements.

The Challenge

TalentBridge's growth had exposed fundamental weaknesses in their tech stack. Every new state they entered meant a new layer of compliance complexity. Every new employer meant more manual work for recruiters who were already stretched thin.

!

Multi-State Compliance Maze

Each US state has unique staffing regulations, licensing requirements, and tax codes. Recruiters manually cross-referenced compliance requirements in spreadsheets. Errors led to two near-miss lawsuits in 2022 alone.

!

Recruiter Productivity Crash

Recruiters spent 60% of their time on administrative tasks: formatting resumes, checking licenses, sending follow-up emails. Actual candidate engagement — the high-value work — was squeezed into the remaining 40%.

!

Employer Trust Gap

Employers had no visibility into the hiring pipeline. They submitted requirements via email and waited days for candidate shortlists. Competitors were offering real-time dashboards.

!

Scale Ceiling

At 45 recruiters, the system was at its breaking point. Adding more people made coordination worse, not better. Leadership estimated they were leaving $4-6M in annual placements on the table due to capacity constraints.

The Solution

We designed and built a purpose-built staffing marketplace from scratch — an operating system for every stakeholder: recruiters, employers, candidates, and compliance officers. AI was embedded at the core, not bolted on as an afterthought.

Our Approach: We conducted a 2-week discovery sprint in New York with TalentBridge's leadership and top recruiters, mapping their entire workflow from employer intake to candidate onboarding. The key insight: the platform needed to serve four distinct user personas with very different needs. We adopted a modular architecture that could be extended state-by-state without rebuilding the core.

AI-powered candidate matching engine that scores candidates against job requirements with 92%+ accuracy, learning from recruiter feedback over time

Automated compliance engine with per-state rule configurations — automatically flags candidates needing additional licensing, background checks, or certifications before submission

Real-time employer dashboard showing pipeline health, candidate quality scores, time-to-fill metrics, and spend analytics

Unified recruiter workspace replacing 5+ tools — resume parsing, interview scheduling, offer management, and onboarding in a single interface

Candidate self-service portal for document uploads, interview scheduling, and status tracking

Integration layer with major ATS platforms (Greenhouse, Lever, Workday) for bi-directional data sync

How We Got There

A phased approach ensured value delivery at every milestone — not just at the finish line.

1

Discovery Sprint (NYC)

Weeks 1-2

On-site with TalentBridge leadership and 12 top recruiters. Mapped end-to-end placement workflow. Identified 4 user personas. Prioritized features using RICE framework. Signed off on technical architecture.

2

Design System & Prototypes

Weeks 2-4

Created design system with component library. Built high-fidelity prototypes for all 4 user personas. Conducted moderated usability tests with 8 recruiters and 3 employers. Iterated on 23 design elements based on feedback.

3

Core Marketplace Build

Weeks 4-12

Built recruiter workspace, employer dashboard, and candidate portal in parallel. Implemented matching engine MVP using Elasticsearch + Python ML. Integrated compliance rule engine with per-state configurations.

4

Alpha Testing

Weeks 12-14

Onboarded 8 recruiters and 3 employer accounts onto the alpha. Ran parallel operations with legacy system for 2 weeks. Collected 150+ pieces of feedback. Achieved 91% recruiter preference for new platform over legacy tools.

5

Compliance Deep-Dive

Weeks 14-16

Expanded compliance engine to cover 12 additional states. Partnered with TalentBridge's legal team to validate every rule. Automated background check initiation via Checkr API integration.

6

Full Rollout & Training

Weeks 16-20

Migrated all 200+ employer accounts and 45+ recruiters. Conducted 3 waves of live training. Built knowledge base with 40+ help articles. Established 24/7 hypercare support for first 30 days post-launch.

Measurable Impact

Every metric is independently verifiable. These aren't vanity numbers — they're business outcomes.

10,542

Placements in First 12 Months

Up from 6,200 in the previous year — a 70% increase driven by higher recruiter throughput and improved match quality. AI matching meant recruiters spent less time searching and more time closing.

92%

AI Match Accuracy Rate

The matching engine achieved 92% precision at 30 days, measured as the percentage of AI-suggested candidates that recruiters actually submitted to employers. This improved to 96% by Month 6 as the model learned.

4.8 / 5

Employer Satisfaction Score

Measured via quarterly NPS survey across all active employer accounts. Real-time dashboards and faster candidate delivery were cited as the top two drivers of satisfaction improvement.

$22.4M

Placement Value in Year 1

Total value of all placements made through the platform in the first 12 months post-launch, up from $14.8M the previous year — representing a 51% revenue increase.

We went from 5 tools and a prayer to a single platform that our entire team actually trusts. The compliance engine alone has been worth its weight in gold — it's like having a regulatory expert watching over every single placement.
